Survey Finds Strong Public Support for Individual MMDCE Applications

A recent nationwide survey by the Institute of Economic Affairs (IEA) indicates strong public backing for non-partisan elections of Metropolitan, Municipal, and District Chief Executives (MMDCEs).

According to the survey, the outcome reflects a clear preference for prospective candidates to submit their own applications rather than be selected by political authorities.

The follow-up poll, undertaken in all 16 regions between 3 and 20 October 2025, gathered responses from 1,311 Ghanaians aged 18 and above.

According to the results, 71.37% of participants believe MMDCE hopefuls should apply independently, reflecting growing support for a merit-driven, citizen-centred approach to local governance.

By contrast, only 15.7% favoured presidential nominations, while 12.98% supported selection through assembly structures—highlighting a marked shift away from political influence in the decentralisation process.

According to the IEA, the emerging pattern signals increasing public frustration with political intrusion in local governance and a strong call for reforms that reshape how authority is exercised at the district level.

“The findings underscore Ghanaians’ desire for greater autonomy and accountability in local governance,” the IEA noted. “Citizens want MMDCEs who are chosen based on competence, not party affiliation or presidential discretion.”

Respondents further indicated that allowing individuals to apply directly would enhance transparency and curb political patronage in district administration.

Debate over whether MMDCEs should be elected, appointed, or chosen through mixed arrangements has persisted for years. The IEA’s latest data suggests that public support for fully non-partisan elections has grown markedly since the national consultations held in 2019.
