James Agalga Tipped to Replace Mahama Ayariga as NDC Majority Leader After Mahama’s Cabinet Reshuffle

Builsa North Member of Parliament James Agalga has emerged as the frontrunner to become the next Majority Leader of Parliament, following the appointment of Mahama Ayariga to President John Dramani Mahama’s Cabinet, according to sources within the National Democratic Congress (NDC) Parliamentary Caucus.

Mr Ayariga, who has served as Majority Leader since the inauguration of the Ninth Parliament, was on Friday, August 7, 2026, reassigned as Minister for Local Government, Chieftaincy and Religious Affairs as part of President Mahama’s first Cabinet reshuffle.

The reshuffle, which affected several ministries, has created a vacancy in the Majority leadership in Parliament, prompting consultations within the governing party over who should take over the crucial role of steering government business in the House.

Highly placed sources indicate that the NDC Parliamentary Caucus has settled on Mr Agalga as its preferred candidate, ahead of South Dayi MP Rockson-Nelson Dafeamekpor, who had also been widely tipped for the position.

Although an official announcement is yet to be made by the party’s parliamentary leadership, insiders say consensus has largely formed around the Builsa North legislator due to his extensive experience in both Parliament and the Executive arm of government.

Mr Agalga previously served as Deputy Minister for the Interior during President Mahama’s first administration and has built a reputation as one of Parliament’s leading voices on security, defence and governance matters. He also holds a Master’s degree in Conflict, Peace and Security from the Kofi Annan International Peacekeeping Training Centre, an academic background that complements his legislative work.

Currently serving as Deputy Ranking Member on Parliament’s Defence and Interior Committee, Mr Agalga has played a prominent role in debates on national security, policing, immigration, intelligence oversight and broader governance reforms.

Party insiders believe his legislative experience, calm leadership style and understanding of government operations make him well-suited to coordinate the Majority Caucus and drive President Mahama’s legislative agenda through Parliament.

His expected elevation is also seen as ensuring continuity within the NDC’s parliamentary leadership, with both Mr Agalga and outgoing Majority Leader Mahama Ayariga hailing from the Upper East Region. Sources say regional balance, institutional experience and parliamentary strategy were among the considerations that influenced the decision.

Meanwhile, Rockson-Nelson Dafeamekpor, who has served as Majority Chief Whip since January 2025, was regarded by many within the party as a strong contender. His role in coordinating the Majority Caucus, enforcing party discipline and managing legislative business had positioned him as a natural successor.

However, party strategists are said to have ultimately favoured Mr Agalga’s broader executive experience and consensus-building approach, particularly as the NDC seeks to maintain cohesion within its parliamentary ranks while navigating an increasingly competitive political landscape ahead of the 2028 general election.

If confirmed, Mr Agalga will assume one of the most influential positions in Ghana’s legislature. As Majority Leader, he will be responsible for coordinating government business in Parliament, scheduling legislative priorities, building consensus within the Majority Caucus and negotiating with the Minority on key national issues.

He will also play a central role in advancing the Mahama administration’s legislative programme while facing an assertive Minority Caucus led by Alexander Afenyo-Markin, as Parliament prepares for what is expected to be an intense political contest leading into the 2028 elections.
