Mfantseman Assembly Scores 13.5% in Revenue Mobilization – MCE Expresses Concern

 

The Municipal Chief Executive (MCE) for Mfantseman, Hon. Eric Stanley Acquah, has voiced serious concern over the municipality’s poor performance in revenue mobilization, as reflected in a recent assessment report.

Speaking in an interview, Hon. Acquah revealed that the Mfantseman Municipal Assembly recorded a disappointing revenue mobilization score of 13.5%, based on the latest scorecard issued by the Ministry of Local Government, Decentralization and Rural Development. The figure, he noted, reflects the performance of the previous administration and highlights systemic issues that demand urgent attention.

“This score is very worrying,” the MCE stated. “It suggests that the Assembly has not been able to effectively harness its internally generated funds, which are crucial for local development. Without adequate revenue, we are unable to execute key projects, provide essential services, or respond to the pressing needs of our communities.”

He emphasized this point during the sessional address delivered at the first ordinary meeting of the second session of the Ninth Assembly of the Mfantseman Municipal Assembly, held on Thursday, 12th June 2025, at the Municipal Assembly Hall in Saltpond.

Hon. Acquah attributed the poor performance to several factors, including weak revenue collection systems, limited public awareness on tax obligations, and inadequate enforcement of existing by-laws. He also cited logistical challenges and a lack of accountability mechanisms in previous revenue mobilization strategies.

Since assuming office, the MCE said his administration has begun putting in place corrective measures to improve the situation. These include:

  • Reforming the Assembly’s revenue collection system through digital platforms to enhance transparency and efficiency.
  • Capacity building for revenue officers to ensure professionalism and accountability.
  • Engaging community leaders and the general public to sensitize them on the importance of paying local taxes and levies.
  • Strict enforcement of local by-laws governing business operations, property rates, and market tolls.

He also emphasized the need for strong collaboration between the Assembly, traditional authorities, and local businesses to create a culture of compliance and civic responsibility.

Hon. Acquah expressed optimism that with the current interventions, the Assembly’s performance in revenue generation will improve significantly in the next assessment. He urged residents to support the Assembly’s initiatives, stressing that local development largely depends on internally generated resources.
