Sam George: ‘Headucator’ could face prosecution under anti-LGBTQ+ Bill

The Member of Parliament for Ningo-Prampram, Samuel Nartey George, has indicated that a social commentator known as Headucator could face prosecution under the proposed Human Sexual Rights and Family Values Bill, 2025, for allegedly promoting homosexual activity.

Speaking during deliberations on the Bill on Thursday, April 23, Sam George argued that individuals who publicly present themselves as members of the LGBTQ+ community and advocate such conduct may fall within the scope of the proposed legislation if it is passed into law.

“There is a gentleman for whom a video was leaked, and an altercation between him and a male lover of him came up last year. A gentleman known as Headucator. Now he can be charged on the basis of the video of male-on-male intercourse.

“That is a different thing. But aside from that video that came out, that individual holds himself out and promotes homosexual activity on his social media page. That person is holding himself out so the actus reus and mens rea can be determined from his activities.

“So you take his activities on social media, his public commentary he’s made where he admits his sexual preferences are; the actus reus then goes to what has he been doing; the statement is an evidence of the mens rea, But the actus reus what has he done to actualize the statement that he is this,” he stated.

In legal terms, actus reus refers to the physical act of committing a crime, while mens rea denotes the mental intent behind it—both of which are required to establish criminal liability.

The comments were made in the context of ongoing stakeholder engagements on the Bill, which seeks to criminalise LGBTQ+ activities in Ghana and has sparked renewed national debate.

Meanwhile, the Member of Parliament for Assin South and sponsor of the Bill, John Ntim Fordjour, has denied allegations of any sexual relationship with transgender musician Angel Maxine.

The denial follows remarks by Mr George during a clause-by-clause consideration of the Bill, suggesting that individuals who publicly identify as part of the LGBTQ+ community could face prosecution should the legislation be enacted.

The Human Sexual Rights and Family Values Bill, 2025, remains under parliamentary review, with stakeholder consultations ongoing as lawmakers consider its provisions and potential implications.
