Good Government Can Have Bad Nuts – Egyapa Mercer Backs NSS Probe, Calls for Accountability

Former Member of Parliament for Sekondi and ex-Deputy Minister, Andrew Egyapa Mercer, has expressed support for the ongoing investigation into the National Service Scheme (NSS) payroll fraud, noting that even well-meaning governments can have corrupt elements within.

Speaking on JoyNews’ Newsfile, Mr. Mercer addressed the GH¢548 million ghost worker scandal that has rocked the NSS, acknowledging the importance of transparency and accountability.

“I had the privilege of serving in the Akufo-Addo administration. I believe it was a government of good, well-intentioned individuals who came in with a clear objective to serve our country,” he said.
“But I recognize that in every house, there’s a Mensah—so you may find bad nuts in government.”

His remarks follow the Attorney General’s ongoing investigation into a payroll fraud scheme involving 81,885 ghost names, allegedly masterminded by senior NSS officials, including the CEO.

Mercer emphasized the need for due process, stating that those found culpable must be held accountable.

“If an investigation is conducted and people are found to have misconducted themselves, then they ought to face the music, as it were,” he asserted.

He further noted that such investigations serve a dual purpose—ensuring justice and clearing the names of the innocent.

“For me, this exercise achieves two important outcomes: those who are guilty are punished, and those who are not have the opportunity to clear their names.”

The scandal has reignited national debate on corruption, accountability, and the integrity of state institutions.
