TOR, GOIL Explore Further Strategic Collaboration to Strengthen Petroleum Supply

The Tema Oil Refinery (TOR) and Ghana Oil Company Limited (GOIL) have held a strategic meeting to explore additional opportunities for collaboration in the supply and offtake of petroleum products produced by the refinery.

The engagement, held on Wednesday, September 2, 2026, forms part of efforts by the two state-linked institutions to deepen their existing business relationship and strengthen cooperation within Ghana’s downstream petroleum sector.

During the meeting, the Managing Director of TOR, Mr Edmond Kombat, briefed the Managing Director of GOIL and his team on the refinery’s ongoing efforts to ramp up operations, highlighting the swift and smooth execution of its restart and supply processes.

Mr Kombat said the progress made so far reflected renewed operational discipline at TOR as the refinery continues its resetting, transformation and optimisation journey.

He stressed the importance of strategic partnerships with key industry players in ensuring that the refinery’s operations translate into increased and reliable supplies of petroleum products to the Ghanaian market.

GOIL, one of TOR’s key offtake partners, plays an important role in supporting the refinery’s efforts to improve the availability of locally produced petroleum products and strengthen the domestic petroleum supply chain.

The meeting also provided a platform for both institutions to identify additional areas of cooperation and discuss measures to deepen their strategic partnership.

Key areas of discussion centred on improving the supply and distribution of petroleum products, strengthening supply security, enhancing market resilience and ensuring greater efficiency across the downstream petroleum value chain.

The expanded collaboration is expected to contribute to a more stable and reliable supply of petroleum products, while potentially supporting greater price stability at the pump and reducing vulnerabilities within the domestic market.

The partnership is also expected to play a role in strengthening Ghana’s energy security by improving the capacity of local institutions to support the country’s petroleum requirements.

Both institutions reaffirmed the importance of closer cooperation in advancing the broader national interest and building a more resilient downstream petroleum sector.

TOR reiterated its commitment to working closely with key industry stakeholders, including GOIL, to optimise refinery operations, expand productive partnerships and deliver sustainable value to consumers.

The refinery described itself as Ghana’s premier refinery and reaffirmed its readiness to serve the country and beyond as it continues its operational transformation and optimisation efforts.
